[ICATHALES-312] Fix starting device if properties Url and Data are empty + Fix crash after Cmd init if the device is in FAULT state [ICATHALES-308] Add NbConnectionRetry property + the device has to pass to FAULT state if NbConnectionRetry is reached without success [ICATHALES-308] If NbConnectionRetry value is -1 the behaviour do not change (State is ALARM if connection failed)
