Handle extraction of 1D spectrum

* Add a infoattr function to retrieve the information about attribute dimension.
* When we have a 1D spectrum, switch to GetAttBetweenDates
* Serve a Pandas DataFrame

* Add Date format on helps
* Avoid running minmaxmean function
