Fix the bug to read vacuum chamber.

Delete unnessary chamberflag.

 Add ErrorCoupling2Flag which is delicated for the soleil lattice with two half quadrupoles.

Now ErrorCouplingFlag is delicated for the lattice with full quadrupoles.
