Changes for jira tickets TANGOARCH-760, PROBLEM-1823

I did some changes in TangoLoaderUtils necessary for jira tickets TANGOARCH-70 and PROBLEM-1823:

  • Avoid nada case
  • Log at debug level for unexpected cases, like nada one
  • Respect java naming standards and prefer using constant to new strings
  • Added some comments for better code review
